Today the
CCC program would be open for young women to enroll. The CCC program could help those who fell through the cracks in
their education with 11% of our adult population now being illiterate. Those enrollees would be given lessons in the
basic 3 R's and their the test would be to write a letter home. These and other enrollees could choose to take correspondence
courses or recieve up to 10 hours of coursework a week from basic literacy and college level courses under the guidance of
certified teachers called education advisors. At the completion of their obligation to their service to their country,
they would receive tuition assistance for vocational school or college as those who serve in the military. The
program as in the 20th Century CCC program would enroll a small percentage of older war veterans to work in separate locations
and enroll a small percentage of Native American adults up to age 35 to work from home on public and conservation work projects
on or adjacent to their Native Lands.
3C enrollees would be under the supervison of the US Army. (The CCC of the 20th
Century was the most extensive peacetime operation of the U.S. Army.) Their enrollement would be considered an alternative
non-military service for those against war. The 'Bottom Line' for the enrollee wage could the minimum wage or as in the past
would be given a 42% more renumeration than a recruit in the US Military. But 83% of that would be alloted to be sent
home or to be put in escrow until they finish their obligation. The program would be administered and operated as in the 20th Century by the public sector. The
US Departments of Labor and Veterans Affairs would find qualified enrollees for this Federal program as it did in the past.
The CCC would receive proper appropriations from Congress to perform its duties as required. For the CCC to achieve
accountability and to prevent overlap and fraud the federal government would stop all funding to similar federal (as the NCCC
branch of Americorps), state (like the California Conservation Corps) and municipal programs ( as Washington,D.C. - Ecocorps)
and with their personnel would be absorbed into the US Civilian Conservation Corps. As in the past, the CCC work projects would be assigned, scheduled and supervised
by the U.S. Departments of the Interior and Agriculture who would provide the personnel to manage the projects and oversee
other federal, state, local agency personnel working on projects.
Enrollees would have older experienced supervisors
who would mentor, provide safety oversight and provide on the job training in skills from carpentry, office, medical, auto
and heavy equipment mechanics, heavy equipment operation, wildfire suppression to cooking.

The CCC could provide humanitarian aid to victims of natural disasters and would be attached to FEMA and the American
Red Cross. The CCC
could branch to an international mission to join with other existing programs in our United Nations to be a part of a real
solution to save our planets environment and stop global warming. Many of the developing countries with problems of unifying
and getting along could take advantage of this work program very well. We could then instead of giving those countries
more munitions and weapons we could help subsidize programs like the Civilain Conservation Corps and the world would be better.-
Note: If reactivation occurs, the
mission of the "We can take it" as a grassroots campaign that would carry on in the direction and guidance
of the CCC program.

similar to that encountered by FDR in the Great Depression. - Brilliant minds
are working inside the beltway and we have cool, calm political leadership unlike FDR and his Brain-Trust in power.
There is hope that he will shepherd through Congress the reactivation of the US Civilian Conservation Corps as FDR did in
1933. -

New considerations for our policy makers:
The future operation and administration of the Civilian Conservation Corps program would be updated but strictly
run by the public sector and not outsourced to the private sector. The CCC's operation and administration would be carried on by the
existing machinery of the US Government under a number of our United States Agencies working in cooperation.
Similar federally funded government work programs should be absorbed into the US Civilian
Conservation Corps to avoid waste in overlap, fraud and abuse. This would ensure government accountability to the people
of the United States.
